It is not “the city that never sleeps”, it is “a city that never sleeps” That article makes a difference. No one is denying that there are other cities that never sleep. It doesn’t claim that New York is the only city that never sleeps either. All that phrase says is that New York is one of them. The subway runs 24 hours. All-night drugstores and supermarkets are common. Nightclubs party until dawn.

The phrase is taken from the lyrics to a song written by Fred Ebb and John Kander for the Martin Scorsese film New York New York. It was sung in that movie by Liza Minnelli and became an instant hit. Other singers, notably Frank Sinatra, later recorded it and it has become something of a modern standard. When the late, great mayor of New York Ed Koch died, the song was sung at his funeral in St Patrick’s Cathedral on Fifth Avenue.
